NOTICE OF REPEAL
TOWN OF SHARON CONFLICT OF INTEREST ORDINANCE
EFFECTIVE SINCE JANUARY 1, 2006.
BACKGROUND

Act 171 (H.875), an Act establishing a municipal ethics framework in Vermont, went into effect on June 10th, 2024.

The Act establishes a statewide municipal code of ethics effective January 1, 2025.

Therefore, the Selectboard of the Town of Sharon, Vermont, unanimously voted at a special meeting held on January 21st, 2025 to repeal the Town of Sharon’s 2006 Conflict of Interest Ordinance pursuant to 24 VSA § 1976, as the 2006 Ordinance is now redundant.

This notice is published pursuant to 24 V.S.A. § 1972 to inform the public of the repeal of the 2006 Conflict of Interest Ordinance and of the citizens’ right to petition for a vote to disapprove this repeal.

PURPOSE OF 2006 CONFLICT OF INTEREST ORDINANCE

The stated purpose of the 2006 Ordinance was to “protect the public health, safety and general welfare of the citizens of the Town, and to ensure that no public official of the Town will gain a personal or pecuniary advantage from his or her work for the Town, and so that the public trust in municipal officials will [sic] preserved.”

CITIZENS’ RIGHT TO PETITION FOR VOTE

Title 24 V.S.A. § 1973 grants citizens the right to petition for a vote at a special or annual Town Meeting to disapprove an ordinance repealed by the Selectboard. To exercise this right, citizens must present to the Selectboard or the Town Clerk a petition for a vote on the question of disapproving the repeal signed by not less than five percent (5%) of the Town’s qualified voters. The petition must be presented within forty-four (44) days following the date of the repeal of the ordinance. Unless a petition requesting a vote is filed pursuant to 24 V.S.A. § 1973, the “Conflict of Interest Ordinance” shall be repealed sixty (60) days from the date of said repeal.
